This combined synopsis/solicitation for commercial items is prepared in accordance with the format FAR 12.603-Streamline Solicitation for Commercial Items, as supplemented with additional information included in this notice.
This requirement will be awarded as a firm-fixed price contract to provide National Electrical Code (2014 Edition) and Electrical Safety for Inspectors training for the Third Platoon, Charlie Company, 249th Engineer Battalion (Prime Power). The NAICS code used is 611519 (Other Technical and Trade Schools) with a small business size standard of $15 Million. Award will be made based on Lowest Price Technically Acceptable (LPTA). Please refer to the Performance Work Statement (PWS).

PY100 forms the core of public diplomacy training and establishes a foundation on which to build specialization and expertise in public diplomacy tradecraft. The course is designed to provide participants with an understanding of public diplomacy as an instrument of U.S. foreign policy and an introduction to the tools, resources, knowledge and skills required for creating and implementing successful Public Diplomacy strategies overseas. It addresses the development of public diplomacy at the Department of State, provides an overview of selected topics in U.S. society, history and culture that will enable officers to effectively represent U.S. interests abroad, and describes the various public diplomacy tools that can be employed in missions to promote national interests and fulfill mission and Public Diplomacy goals.

In order to give the students an outside unbiased perspective on Public Diplomacy, on day 1 of each PY100 course session, the students are provided a 4-hour introduction to the history and practice of Public Diplomacy by a leading outside academic authority. FSI/SPAS/PD is therefore seeking quotes from an outside academic authority (referred to as “contractor” hereon) to design and lead the 4-hour module and present it to the class at FSI.

The Air Combat Command (ACC), Acquisition Management and Integration Center (AMIC), Langley Air Force Base is awarding a contract for the product and courses described herein.  A Sources-Sought Synopsis Notice was posted on 12 Jan 15, to include a draft PWS  with a closing date of 26 Jan 15 to include Medina Wireless Surveillance (MWS) Customized Classroom Instruction.  The research was conducted to seek industry input from all sources to determine what resources are available, and if there were any capable small businesses, to support IMPACTTM and MWS technical training in Spanish, set in a classroom environment at a contractor facility, in order to equip up to 10 students with technical knowledge, skills and ability to conduct information analysis utilizing IMPACTTM and MWS.  Since then the Government removed the MWS requirement.  However, the scope of the course remains the same.

Based on the results of the sources sought synopsis, the Government intends to solicit and negotiate with the only designated source under the authority of FAR 13.106-1(b).  HQ ACC AMIC intends to award a sole source contract to Overwatch Systems Limited for Impact Customized Classroom Instruction. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received by 14 May 2015 at 1500 EST. All responses must be in writing only via email to the point of contact specified in this notice. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.  A final Performance Work Statement (PWS) to include only IMPACTTM is posted with this notice to provide the size, scope and complexity of the requirement to interested parties.
