The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award an indefinite delivery, indefinite quantity contract on a sole source basis. MEDCOM requires personal readiness devices (PRD) for Soldiers in support of the TSG’s Performance Triad demonstration project. The PRDs enhance readiness and resilience and will be hand-receipted to Soldiers. The PRD will automatically track physical activity and sleep, and will be integrated with web-based applications that track nutrition and hydration. In addition to tracking sleep, activity, and nutrition, the combination of biosensors and applications will be utilized to improve self-awareness, to motivate individuals, and foster competition through their social media components, such as iPhones, iPods, iPads, and androids phones to promote behavioral changes.

The contractor shall provide three corporate dashboards included in purchase of 15,000 devices and more dashboards as number of devices increase. The contractor shall provide active dashboards. The contractor shall provide trend and detailed reports for groups on sleep, activity, nutrition, and heart rate. Each device will include the Fitbit Charge HR (which includes: Fitbit Charge HR tracker, wireless USB dongle, and charging cord). Additionally, each device will utilize a web-based application (fitbit.com) to track sleep, activity, and, nutrition. This web service is maintained by the company. The warranty on the device is one year from the date of purchase. The North American Industry Classification System (NAICS) code is 334111. The CHCC intends to award a contract on/or around 12 May 2015.
The CHCC intends to solicit and negotiate only with FitBit under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on 8 May, 2015, will be considered by the contracting officer.
