The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award an indefinite delivery, indefinite quantity contract on a sole source basis. MEDCOM requires personal readiness devices (PRD) for Soldiers in support of the TSG’s Performance Triad demonstration project. The PRDs enhance readiness and resilience and will be hand-receipted to Soldiers. The PRD will automatically track physical activity and sleep, and will be integrated with web-based applications that track nutrition and hydration. In addition to tracking sleep, activity, and nutrition, the combination of biosensors and applications will be utilized to improve self-awareness, to motivate individuals, and foster competition through their social media components, such as iPhones, iPods, iPads, and androids phones to promote behavioral changes.

The contractor shall provide three corporate dashboards included in purchase of 15,000 devices and more dashboards as number of devices increase. The contractor shall provide active dashboards. The contractor shall provide trend and detailed reports for groups on sleep, activity, nutrition, and heart rate. Each device will include the Fitbit Charge HR (which includes: Fitbit Charge HR tracker, wireless USB dongle, and charging cord). Additionally, each device will utilize a web-based application ( to track sleep, activity, and, nutrition. This web service is maintained by the company. The warranty on the device is one year from the date of purchase. The North American Industry Classification System (NAICS) code is 334111. The Air Combat Command (ACC), Acquisition Management and Integration Center (AMIC), Langley Air Force Base is awarding a contract for the product and courses described herein.  A Sources-Sought Synopsis Notice was posted on 12 Jan 15, to include a draft PWS  with a closing date of 26 Jan 15 to include Medina Wireless Surveillance (MWS) Customized Classroom Instruction.  The research was conducted to seek industry input from all sources to determine what resources are available, and if there were any capable small businesses, to support IMPACTTM and MWS technical training in Spanish, set in a classroom environment at a contractor facility, in order to equip up to 10 students with technical knowledge, skills and ability to conduct information analysis utilizing IMPACTTM and MWS.  Since then the Government removed the MWS requirement.  However, the scope of the course remains the same.

Based on the results of the sources sought synopsis, the Government intends to solicit and negotiate with the only designated source under the authority of FAR 13.106-1(b).  HQ ACC AMIC intends to award a sole source contract to Overwatch Systems Limited for Impact Customized Classroom Instruction. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received by 14 May 2015 at 1500 EST. All responses must be in writing only via email to the point of contact specified in this notice. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.  A final Performance Work Statement (PWS) to include only IMPACTTM is posted with this notice to provide the size, scope and complexity of the requirement to interested parties.
